Cancellation/Refund Policy

Tuition is refundable only when a student “officially” withdraws from a course according to the schedule documented in the refund policy. Students who are withdrawn from a course or courses for disciplinary reasons or a breach of conduct forfeit the right to a refund of any portion of their tuition and fees.

All refunds solicited by students receiving financial aid will be referred to the Office of Student Financial Services for review in accordance with relevant financial aid program requirements or governmental regulations.

To withdraw from a course, students contact their Admissions’ Advisors to initiate the process. If a refund is eligible by University policy, the date that the student contacts the Advisor will determine the amount of the refund.

When submitting refund requests, students indicate their desired disposition of the funds. If payment was originally made by credit card, the same account will be credited directly. Otherwise, the students must indicate that they either elect to receive the refund by check or that they wish to keep the funds in their City University accounts to be applied to the cost of future registrations.

Students receiving financial aid are referred to the Refund and Repayment Policy under Federal Assistance Programs in the financial section of the City University Catalog.

Refund Policy for Oregon residents attending on-site

The refund policy is pursuant to OAR 583-030-0035(2).

  • Students have a right to a full refund of all tuition charges (less the amount of $80.00 for the application fee) if he or she cancels enrollment prior to the first day of instruction.
  • Students may withdraw from courses after the first day of class and through the mid-point of the course (5th week in a 10-week course) and receive a pro-rata refund for the unused portion of the tuition paid.

Refund Policy for domestic British Columbia students

Based on PCTIA (Private Career Training Institutions Agency of British Columbia), effective December 1, 2004:

  • To withdraw from a course, written notice must be provided by the student to City University. If City University dismisses a student, written notice must be provided by the University to the student. Where total fees have not yet been collected, City University is not responsible for refunding more than has been collected to date.
  • Before the course starts, the student has a right to full refund of all tuition charges (less the amount of $80 for the application fee) if the student cancels enrollment in writing prior to the first day of instruction.
  • If the student withdraws or is dismissed after completing less than 10% of the course, 30% of the total tuition will be retained.
  • If the student withdraws or is dismissed after completing less than 30% of the course, 50% of the total tuition will be retained.
  • If a student withdraws or is dismissed after completing 30% or more of the course, 100% of the total tuition will be retained.

 

Refund Policy for international students attending courses in British Columbia

 

Based on PCTIA (Private Career Training Institutions Agency of British Columbia), effective December 1, 2004:

Student Authorization Related Withdrawals

  • City University may retain the lesser of 25% of the total fees due under the contract or $200 by international students who:
    • Are denied Study Permit authorization from Citizenship and Immigration Canada, or
    • Do not receive authorization prior to the start of the program of study, provided that
      • The student notifies the institution of the circumstances subsection (1)(a) or (b) on or before the first day a course is scheduled to begin, and
      • The student, within a reasonable time, provides documentation of the circumstances in subsection (1)(a) or (b) to the institution.

Non-student Authorization Related Withdrawals

  • When an international student enrolled with and/or studying at an institution on the basis of a Study Permit either withdraws or is dismissed by City University, the University notifies Citizenship and Immigration Canada within 14 calendar days.

Refunds before and after a course starts:

  • If the student cancels enrollment in writing prior to the first day of instruction, the student has a right to a full refund of all tuition charges (less the amount of $80 for the application fee).
  • If the student withdraws or is dismissed after completing less than 10% of the course, 50% of the total tuition will be retained.
  • If the student withdraws or is dismissed after completing more than 10% but less than 30% of the course, 70% of the total tuition will be retained.
  • If the student withdraws or is dismissed after [completing] 30% of the course, 100% of the total tuition will be retained.
